Factory OHC

OHC for Factories: Setup, Staffing and Compliance

An OHC for a factory is the occupational health centre the plant runs to meet the Factories Act, 1948 and state factory rules — an ambulance room or health centre with qualified medical staff, a health surveillance programme for exposed workers and the statutory registers that go with it. Plan My Health sets up, staffs and manages factory OHCs across India.

Where the onsite clinic page covers who works in the medical room, this page covers the compliance structure around it.

When a factory needs an ambulance room or OHC

The Factories Act requires first aid appliances for every factory and an ambulance room above a prescribed headcount, with state rules specifying the room, equipment and staff. Factories carrying out hazardous processes have additional medical examination and occupational health duties. The OSH Code, 2020 consolidates these duties as the new framework is notified by states.

Legal references on this page are general guidance. Exact requirements depend on your state rules, the work you carry out and your headcount, so we confirm the applicable rules for each site before we propose a scope.

Health surveillance for exposed workers

  • Pre-placement examination before deployment into a process area
  • Periodic examinations at intervals linked to the exposure — noise, dust, solvents, heavy metals, heat
  • Tests such as audiometry, spirometry, chest X-ray, vision and biological monitoring where prescribed
  • Fitness opinions and job restrictions communicated to HR without unnecessary medical detail

Registers: health register and fitness certificates

Many state rules use a health register (often Form 32 or similar) and a certificate of fitness (often Form 33 or similar) for young persons and hazardous work, along with injury and treatment records. Formats and numbers differ between states. We maintain them digitally in the format your state prescribes and keep them ready for the inspector.

Equipment, medicines and biomedical waste

The OHC is equipped to your state's list and your risks — examination couch, oxygen, suction, defibrillator where appropriate, splints, eye wash and emergency drugs. Medicine stock is tracked for expiry, and biomedical waste is segregated and handed to an authorised operator under the BMW Rules, 2016.

In-house, outsourced or hybrid OHC

Some factories employ their own medical officer and outsource nurses; others outsource the entire OHC. The right model depends on headcount, the number of shifts and how hard it is to recruit in your location. We can run any part of it.

How we scope a factory OHC

  • Short call with HR, EHS or the project manager to understand headcount, shifts and existing arrangements
  • Site or office walk-through (in person or on video) to see the actual layout, access routes and risks
  • Written proposal with scope, staffing, schedule and price — nothing bundled that you did not ask for
  • Mobilisation, induction into your site rules and a named coordinator for the account
  • Monthly review with digital records in the Plan My Health platform

Frequently asked questions

Does our factory legally need an OHC?

It depends on headcount, state rules and whether you carry out hazardous processes. We review your situation and tell you what applies before proposing anything.

Do you provide AFIH-qualified doctors?

Yes, where the rules or your processes call for a doctor trained in industrial health.

Can you take over an OHC from another provider?

Yes. We plan a handover of staff, stock and records so there is no gap in cover.

How are inspection visits handled?

Registers are kept current and exportable, and the medical officer supports the plant team during the visit.

Does the OHC include an ambulance?

It can. See our ambulance for factories page for the options.

Will the OSH Code change our OHC?

As states notify rules under the OSH Code, some thresholds and formats may change. We track the rules for the states you operate in.
